Adoption Legal Specialist

Location: New York, New York

Summary of position: In conjunction with the duties below, the Adoption Legal Specialist provides information, consultation, and training to local attorneys, the family court system, and New York State Adoption Specialists about adoption-related issues.

Job Functions/Responsibilities: • Provide case specific consultation and technical assistance • Research, interpret, and clarify relevant laws, regulations and recent legal and regulatory developments • Prepare and train Department of Social Services and voluntary agency staff for court testimony • Provide technical assistance to help identify and resolve problems with individual case placements or finalizations • Work with caseworkers, voluntary agencies or other attorneys to develop strategies to overcome legal problems identified through program monitoring and assessment • Train caseworkers on the preparation of Termination of Parental Rights (TPR’s) • Plan and conduct training programs for child welfare st! aff on relevant adoption or permanency legal issues • Provid! e consultation to local districts to facilitate the identification of legal issues and how to mediate the identified problems and issues • Provide training and consultation on the child welfare system, termination and finalization laws, and other adoption issues • Provide content expert support at fair hearings for post-finalization subsidy rate increases and retroactive payments • Prepare program reviews in connections with applications for authorization as adoption agency and for reauthorizations • Facilitate adoption panels • Work toward resolution of adoption- related complaints lodged by adult adoptees and foster and adoptive parents • Timely submission of mandated documentation such as quarterly reports, time sheets and performance appraisals • Other duties as assigned

Qualifications:
Required: • Must be a graduate of an accredited law school with an LLB to JD degree and admitted to the New York State Bar or eligible to take ! the New York State Bar examinations. Knowledge of, and professional experience with New York State Adoption laws is required. Direct experience within the Family Court system is desirable. Proficient in use of technology and programs used by the sponsor and Research Foundation.

Job Related Physical Requirements: • Able to stand for long periods of time • Able to independently carry heavy training equipment and materials • Able to set up training rooms independently

Travel Requirements: • 10% of yearly time
