Reporting to the Senior Vice President of the Strategic Investments Group (SIG), the Vice President will be charged with managing the Cityâ! €™s Hurricane Sandy business recovery programs funded through the recently approved Community Development Block Grant Disaster Recovery (CDBG-CDR) allocation. The Vice President may also be called on to manage as-of-right and discretionary incentive programs and related activities. The Vice President will be responsible for sourcing, originating and developing a robust pipeline of new deals, developing new programs that are consistent with City policy objectives and that meet the needs of market participants/prospective borrowers, structuring discretionary incentive packages for industrial/manufacturing businesses and not-for-profit entities, guiding deals through the necessary board and public approval processes and creating and maintaining strong working relationships with external clients.

RESPONSIBILITIES:
Managing the City’s CDBG-DR funded business recovery program, including:

Selection and ongoing supervision of program administrators
Ensuring all programs comply with all City and CDBG-DR ! requirements

Developing additional programs to be funded by future rounds of CDBG-DR funding

Developing, implementing and periodically updating ongoing outreach and marketing to educate prospective end users and generate deal flow

Periodically working with other members of the SIG team to and structure discretionary and as-of-right benefits (deal specific and programmatic), including working with industry groups, underwriters, attorneys and bankers to evaluate use of and develop new financial products

Coordinating and collaborating with SVP SIG, EVP of Real Estate Transaction Services and NYCEDC President, other City and State agencies and local representatives and groups to discuss projects and pending use of benefits (including project briefings)

Working with compliance and reporting division to ensure proper policy, troubleshooting deal intake issues and working out issues with existing portfolio

Serve as mentor to ju! nior staff

QUALIFICATIONS:
Master’s degree or equivalent in Law, Finance, Business, Real Estate Development, Public Policy, Urban Planning preferred

7+ years transactional real estate expertise or other related financing experience

Prior experience underwriting and/or selling bond financing products and developing new financing programs and products

Demonstrated experience developing and implementing strategic plans

Prior experience managing corporate board(s)

Ability to work in a team-based environment with limited oversight

Demonstrated ability to work independently, lead project team and manage project managers on multiple complex transactions

Proven strength in use of spreadsheet, database, and presentation applications, including Excel and PowerPoint

Strong project management skills

Strong interpersonal skills

Strong written and oral communications skills inc! luding public speaking

Ability to prioritize competing needs a! nd opportunities

Understanding of economic development issues

Familiarity with NYC government

New York City residence is required within 180 days of hire
