Candidates must be law school graduates who are admitted to the New York State Bar and whose membership is in good standing. Please be sure to include in your resume or cover letter the specific Civil Service title which qualifies you for transfer under Section 52.6 of the Civil Service Law.

Duties Description
The incumbent in this Senior Attorney position provides a full range of legal services in the area of contracts. Compiles research into pertinent court decisions, statutes, regulations a! nd other precedents involving contracts; negotiates and prepar! es various legal documents, such as contracts, deeds and leases with outside parties; reviews documents for legal sufficiency, meets with those concerned to obtain information, answer questions and resolve problems.
Assists other attorneys with managing concessions contracts. Reviews bid documents (RFPâs; rating criteria) before they are issued; reviews concessionaireâs requirements under law for legal sufficiency, including insurance certificates, bonds and letters of credit; negotiates final contracts in accordance with State procurement requirements, including compliance with applicable statutes, laws, rules and regulations.
Recommends changes in, or proposes new agency regulations and policies. Proposes updates and amendments to regulations and policies and analyzes requests for regulatory and policy changes from staff. Provides interpretative opinions to program administrators on existing Parks regulations.
Assists other staff attorneys w! orking directly with the real property bureau to complete law and real property transactions, preservation covenants and conservation easements. Addresses parks encroachment issues with landowners and regional staff.
Works with the regional directors and regional permit staff on permits.
Assists other staff attorneys with ADA, MWBE and Affirmative Action program compliance.
Provides legal advice and opinions to supervising attorneys, agency staff, complainants and others in connection with the activities and services provided by the agency. Conducts legal research on statutes, court decisions, opinions and other legal sources. Researches requests and inquiries from agency staff and prepares legal decisions and opinions, and consults with staff regularly.
Assists in bill drafting as needed in assigned program areas.
