Adoption Program Policy Analyst

In conjunction with the duties below, the policy analyst provides information, consultati! on, and training to those working within the Adoption arena, including New York State Adoption Specialists and legal staff to support the dissemination of knowledge about adoption-related policy issues.

Job Functions/Responsibilities:

  • Provide case specific consultation
  • Research, interpret, and clarify adoption and permanency laws, regulations and recent legal and regulatory developments within a policy framework;
  • Train Department of Social Services and provider agency staff to prepare them to understand the court process
  • Provide consultation to help identify and resolve problems with individual case placements or finalizations
  • Work with caseworkers, provider agencies or attorneys to develop strategies to overcome legal problems identified through program monitoring and assessment
  • Train caseworkers on the preparation of Termination of Parental Rights (TPR’s) policy
  • Plan and conduct training ! programs for child welfare staff on relevant adoption or perma! nency policy issues
  • Provide consultation to local districts to facilitate the identification of adoption issues and how to handle the identified problems and issues
  • Provide training and consultation on the child welfare system, termination and finalization policies, and other adoption issues
  • Provide policy analysis and training to specialists who work with post-finalization subsidy rate increases and retroactive payments
  • Prepare program reviews in connections with applications for authorization as adoption agency and for reauthorizations
  • Facilitate and/or participate in adoption and permanency panels
  • Train adoption staff in resolution of adoption-related complaints lodged by adult adoptees and foster and adoptive parents
  • Timely submission of mandated documentation such as quarterly reports, time sheet, CARS forms and performance appraisals
  • Other duties as assigned
Qualifications:
Minimum Qualifications:
  • Knowledge of, and professional experience with New York State Adoption policies and laws is required. Past experience within the Family Court system is desirable. Proficient in use of technology and programs used by the sponsor and Research Foundation.
Educational Requirements:
  • Masters degree in Public Policy or related field.

Additional staff provide necessary office support, announce and schedule training deliveries, make travel arrangements for trainees and staff, and ensure that training- related materials are printed, compiled, and shipped in a timely manner.

While the Center’s headquarters are located in Buffalo, New York, a significant number of staff are located at our training locations in Albany, New York City, Syracuse, and Rochester. We also provide distan! ce learning through our e-learning portal and customized solutions to allow participants to reach our training from across the country or the globe.
