This position is in the Office of Credit Ratings located in Washington, DC. or New York, NY

Salary Range - SK-15: New York $123,739- $193,759 per year.

Washington $117,568-$184,097 per year.

DUTIES:
The incumbent functions as an Exam Manager in the Office of Credit Ratings, which administers the rules of, and examines, monitors, and analyzes developments at credit rating agencies registered with the Commission as Nationally Recognized Statistical Rating Organizations (NRSROs) under Section 15E of the Securities Exchange Act of 1934 ("Exchange Act"). The purpose of this position is to serve as a supervisor and to direct and plan inspections of market operations and surveillance programs of Nationally Recognized Statistical Rating Organizations (NRSROs).

  • Coordinates the inspections and examinations of NRSROs. In addition, directs and/or performs special inspections as appropriate; short-term studies, surveys and inspections to detect trends or keep abreast of problem areas; and the recommendation and development of new methods, forms and procedures to protect public investors.
  • Participates in ensuring regular contact with the NRSROs. Also, maintains a follow-up program to ensure that the NRSROs follow through on recommendations in inspection reports. Supervises an on-going annual program of on-site inspections intended to detect problems of the NRSROs and produces an annual public report.
  • Leads and directs compliance examinations that are broad in scope, such as entities that are engaged in novel strategies or innovative practices. Reviews documents, schedules, working papers, and narrative materials. Conducts analysis, evaluates findings, and formulates conclusions about registrantÂ's degree of compliance with statutory and regulatory requirements. Prepares authoritative written reports including evaluative commentaries appropriate to the operations of the registrant being examined.
  • Assists in developing the technical capability of lower grade examiners by participating with them in examinations and providing advice on methodology. Designs and implements in house training in the area of expertise, including developing and provided training materials.
  • D evises examination techniques for uncovering problems and probing area that might be susceptible to abuses. Plans, organizes and carries through to completion analytical studies of a breadth and intensity requiring subject matter expertise and in-depth subject matter knowledge.
  • Plans, directs, supervises and establishes policy for the formation of recommendations for Commission action concerning the results of inspections, studies and surveys of NRSROs. Coordinates activities closely with the other offices and Divisions of the Commission to assure that these policies are appropriately implemented.
  • Performs the administrative and human resource management functions relative to the staff supervised. Supervises a professional staff comprised of attorneys, securities compliance examiners, and accountants and others in developing and allocating work assignments with the office; assumes responsibility for ascertaining that policy decisions and other determinations of the Commission pertaining to regulation of the NRSROs are adhered to by the staff. Reviews various regulatory programs to assure that the CommissionÂ's policies and objectives are pursued and achieved and assumes responsibility for the effective utilization of objectives. Reviews, approves, and generally advises with respect to the work of staff members in the office.
Travel is required.

QUALIFICATIONS REQUIRED:

Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education. All current Federal employees must have completed a minimum of 52 weeks at the next lower grade (SK-13) by closing date of the announcement. Applicants must possess a degree a JD and be an active of the bar in good standing (any juridiction). In addition applicants must meet the qualification below.

Qualifying experience includes at least one year of specialized experience equivalent to the next lower grade (SK-13) level which includes providing a thorough knowledge of accounting, auditing, examining, or investigating principles, techniques, and practices and/or demonstrated the ability to review and evaluate the procedures, practices, and records related to the financial management, structure, operations, and practices of credit rating agencies, broker-dealers, investment advisers, investment companies, or other related organizations. Specialized experience for this position is demonstrating mastery knowledge and skill to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods within one or more of the following areas: credit ratings, credit rating agencies, or corporate, municipal, or structured debt finance.
