General Description:Responsible for interviewing, analyzing, screening, and referring applicants for all positions throughout the agency.Minimal Qualifications:Bachelor's Degree in Human Resources, or other related fields, and two years experience (Human Resource background preferred). Acceptable work experience may be accepted in lieu of degree. Excellent organizational and communication skills required. Experience with internet, Windows, Microsoft Office Suite, Email required. Must be capable of working with all levels of staff. Extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices. Considerable skill in interviewing techniques and a basic understanding of the Agency's organizational structure. Duties and Responsibilities: 1. Analyze the information provided on an employment application, set up and conduct personal and group interviews. Determine the suitability of the applicant for employment. In cases where an applicant is judges unqualified, tactfully turn the applicant away. Performs further background reference investigation, i.e., prior employment references, screenings, etc. to gain adequate information on which to base a selection decision.2. Coordinate the employment process for all vacant positions, including job postings, recruitment, screening interviews, reference checks, and offer letters.3. Act as a liaison with area employment agencies, preparation and liaison with advertising agencies, processing and checking advertising agency billings, liaison with temporary agencies, recording status of authorized positions within the agency, and monitoring the employee referral program.4. Maintains applicant pool bu initiating contact with schools and colleges, professional organizations and media.5. Responds to employment related inquiries from staff and outside applicants, and provides employment verification information in accordance with Agency policy.6. Maintains HR programs such as the DMV checks, Medicaid Exclusion checks, OPWDD Fingerprinting, Staff Referral program, Rainbow Recognition Program, and hiring task fore.Physical Demands/Working Conditions: 1. Must be able to tolerate the stresses associated with multiple, simultaneous demands.2 Regularly required to talk, hear, stand, sit, walk and frequently required to use hands and fingers.3. Over 50% of day with computer interaction4. Lifting: May occasionally lift and/or move up to 25 pounds.
