Position Summary : Under the supervision of the Director of the Office of Equal Op! portunity (OEO), with latitude for independent action, the OEO Attorney assigned to the Diversity Management Unit will be responsible for handling all aspects of Department of Education’s (DOE) compliance plan in accordance with the 2009 amendment to the School Governance Law. The OEO Attorney will perform work related to the development and implementation of reporting requirements for the agency-wide strategic diversity plan. Ensures department-wide compliance with EEO laws and policies. Performs related work.

Reports to: Director of the Office of Equal Opportunity

Direct Reports: Equal Rights Diversity Specialists, OEO Attorneys and support staff

Key Relationships: Acts as liaison with executives within the DOE and with city, state, and federal agencies regarding matters relating to the strategic diversity plan.

RESPONSIBILITIES

Develop, draft, and implement a strategic agency-wide diversity plan, includi! ng diversity initiatives, in compliance with the 2009 amendmen! t to the School Governance Law.

Update the DOE’s strategic diversity plan on an annual basis.

Examine the participation of Minority and Women-Owned Business Enterprises (M/WBE’s) in the procurement process; create and implement initiatives to increase the participation of M/WBE’s in order to achieve compliance with the School Governance Law.

Prepare annual reports on the role of M/WBE’s in the procurement process.

Review and analyze workplace data and statistics.

Develop and draft diversity related rules, regulations and policies for the DOE.

Conduct research and prepare legal memoranda related to the strategic diversity plan and general EEO related matters.

Provide advice and counsel to the Director on legal issues related to the strategic diversity plan and EEO related matters.

Analyze and report on the effects of city, state, and federal legislation and applicable case law pertaining to diver! sity issues.

May serve as the supervisor of the Diversity Management Unit, reviewing work of the unit, ensuring compliance with deadlines, preparing reports and summaries.

Responsible for the dissemination and implementation of rules, regulations, procedures and guidelines designed to further DOE’s strategic diversity plan.

Act as liaison with various external agencies, including: Equal Employment Practices Commission, Corporation Counsel, and Department of Citywide Administrative Services, by providing statistical data on EO complaints and discrimination trends, department initiatives, complaint investigation information, and testimonial evidence.

Provide diversity training, technical assistance and support in all matters concerning diversity at DOE.

Qualification Requirements:
Minimum

Admission to the New York State Bar AND three (3) years of progressively responsible United States legal experience ! subsequent to admission to any state bar.

NOTE: Selecte! d candidates must remain members of the New York State Bar in good standing for the duration of their employment.

Preferred

Prior experience providing advice and counsel regarding affirmative action and diversity.

Prior experience analyzing workforce data and statistics relating to recruitment and retention.

Prior experience implementing diversity initiatives or diversity plans.

Familiarity with EEO law.

Demonstrated written and verbal communication capabilities and interpersonal skills.

Salary : $75,962 +
