This position is located in the Office of Regional Counsel. The Office of Regional Counsel provides all legal advisory, advocacy, negotiation, and torts adjudication services to VA clients in North Carolina, Virginia, New York and New Jersey. The incumbent performs a variety of functions that require specialized knowledge of the Department's revenue collection and general knowledge in substantive law program areas. DUTIES:
This position is located in the Office of Regional Counsel. The incumbent works as a Legal Assistant and provides legal services to VA facilities.

Principal Duties:

  • Reviews and analyzes submissions from VA Medical Centers to ascertain the propriety of VA's claim.
  • Establishes probate claim files. Maintains and closes out case files.
  • Record judgments attained from jurisdictions of the United States Courts.
  • Makes recommendations for the compromise of debts based on a thorough analysis of the debtors financial obligations, employment status, and earnings potential.
  • Assisting attorneys and paralegal's in the Loan Guaranty, Procurement, Torts, Labor and Employment, Release of Information, Garnishments, Guardianship, and on a cases-by-case basis.
  • Establishes and maintains legal case files.
  • Utilizes and maintains case records within the General Counsel ! Law Office case management systems.
  • Assists with law office support, including, but not limited to, typing, filing, and answering telephones.
  • Processes legal documents, reviewing them for correct form and timeliness, and annotating case files and status records to reflect receipt and due date for response or other actions required.

Specialized Experience:
Applicants must have

One year of specialized experience equivalent to at least the next lower grade

in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

  • Knowledge of basic legal principles and concepts to interpret and apply, or explain to others, the statutes and regulations applicable to Federal Medical Care Cost Recovery, stae workers compensation, state insurance laws, and state probate laws.
  • Ability to prepare grammatically and legally correct correspondence setting forth the VAs p! osition on cases and issues.Typing correspondence in final form
  • Knowledge of legal terminology, legal reference materials, and ability to perform legal research, including with Westlaw and other alternative Internet research tools.

Applicants may also combine education and experience to qualify at the

level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).
